Outsourcing vs EOR vs Co-sourcing
Short answer
For a support, success or sales team of 1 to 15 people, the choice usually comes down to four models. Traditional outsourcing hands the work to a provider. An Employer of Record employs people you have already found. Freelancers fill gaps. Co-sourcing gives you a dedicated team that the provider recruits and employs, while you manage it day to day. If you want the team to feel in-house without building your own hiring and HR function abroad, co-sourcing is the closest fit.
Most founders don't choose an outsourcing model. They inherit one. A freelancer covers the inbox during a launch, stays for a year, and suddenly the company has a support function nobody designed.
Choosing on purpose starts with three questions. Who finds the people? Who employs them? Who runs their day? Every model answers those differently.
How do outsourcing, EOR, freelancers and co-sourcing compare?
| Model | Who recruits | Who employs | Who manages day to day | Dedicated to you? | Best for |
|---|---|---|---|---|---|
| Hire in-house | You | You | You | Yes | Core roles, and roles that need to be on site |
| Traditional outsourcing (BPO) | Provider | Provider | Provider, against service levels | Often shared. Dedicated agents usually cost more | High volume, standardised work you want fully handed off |
| Employer of Record (EOR) | You | EOR provider, as legal employer | You | Yes | A person you have already found, in a country where you have no entity |
| Freelancers and contractors | You | Nobody. They are self employed | You | Rarely | Short projects, launches and overflow |
| Co-sourcing | Provider | Provider | You | Yes | Ongoing teams of around 1 to 15 that feel in-house |
What is co-sourcing?
Co-sourcing is a hiring model where a provider recruits, employs and supports a dedicated team for your business, while you manage that team's work day to day as part of your own. The provider handles hiring, payroll, HR, office space and IT. You set the priorities, train the team on your product and own the quality.
It sits between traditional outsourcing and an Employer of Record. Like outsourcing, the provider takes on recruitment and employment. Like an EOR, the people work only for you, inside your tools and your culture.
How does co-sourcing work at Talkr?
Talkr directly employs every team member through its own company in North Macedonia and provides the office in central Skopje, IT, HR and legal support. The process runs in four steps:
- Get in touch. Share the role, the hours and the skills that matter.
- Explore what you need. Talkr shapes the brief with you, including shift patterns for 24/7 cover if needed.
- Review candidates for free. Every candidate completes a video and written assessment before you see them.
- Onboard. The team starts 3 to 6 weeks from greenlight and works in your tools, as part of your team.
The initial term is 3 months, covering probation, then rolling monthly with one month's notice. Every client has a dedicated account manager. Staff turnover runs at around 8%, so the people you train are the people who stay.
Which model should you choose?
Work through these in order. The first "yes" usually settles it.
- Do you want someone else to run the work entirely? Choose traditional outsourcing, and agree clear service levels.
- Have you already found the person you want to hire? Choose an Employer of Record.
- Is the need short term or unpredictable? Choose freelancers or shared resource.
- Do you need the team on site in the UK or Israel? Hire in-house.
- Do you want an ongoing, dedicated team that learns your product, without recruiting and employing abroad yourself? Choose co-sourcing.
When is co-sourcing the wrong choice?
This isn't a model for everyone. It is a poor fit when you need hundreds of seats priced on outcomes, when you want no involvement in managing the team, or when the work is a one time project. It also adds little if you have already found the exact person you want. An EOR will employ them for less effort.
Co-sourcing works best when the role is ongoing, product knowledge matters, and you want to lead the team without building the hiring and HR machinery abroad.
What about GDPR and compliance?
Whichever model you choose, if someone outside the UK or EU can access your customers' personal data, you need a lawful transfer mechanism in your contracts. Ask every provider which one they use.
Talkr's teams are based in North Macedonia, whose data protection law is closely aligned with GDPR. The detail, including how transfers are covered, is in Why North Macedonia is Europe's overlooked outsourcing location.

Talk to TalkrFrequently asked questions
What is co-sourcing in hiring?
Co-sourcing is a model where a provider recruits, employs and houses a dedicated team for your business, while you manage the team's work day to day. The provider handles hiring, payroll, HR, office and IT. The team works only for you.
What is the difference between an Employer of Record and outsourcing?
An Employer of Record legally employs someone you have recruited, and you manage them. Traditional outsourcing hands the work itself to a provider, which recruits and manages the people, often across several clients.
Who is the legal employer in a co-sourcing model?
The provider. At Talkr, every team member is directly employed by Talkr's company in North Macedonia, not engaged as a contractor.
What size of team suits co-sourcing?
Ongoing teams of around 5 to 15 people are the typical fit. Very large volume operations are usually better served by a traditional contact centre.
